I think it's fair to say that when people suggest "any amount of money" they have already bounded it by what is reasonable. Of course the Koch bros. aren't going to pay you $10m/yr to scale their website. They don't even pay people that much to spout their agenda. Similarly, "any amount of money" probably means 150% or so of the going market rate.
But daylight saving occurs during the time when you already have more daylight than the vast majority of habitable landmass does. You aren't "saving" daylight at all during the daylight poor months when you're inside at work during the entire daylight period.
The feeling of helplessness in this economy is probably a big part of the problem. In 2005, someone could feel like they had the option to switch employers, and routinely make that choice to stay. Now, that option is probably not available to most people, and perhaps they feel like they're under the gun.

IANAL, but I think marijuana is specifically mentioned in the U.S. Code and it would take more than an executive order to change the law. While it might be removed from "Schedule I", that would just make Schedule I incomplete.
The Controlled Substances Act would still punish marijuana possession since it is specifically named there, not just in reference to schedule I.
Opium poppies are also listed by name, but while you can grow them in your flower garden (but putting one in a vase on your dining table is a crime!), you can't even grow cannabis.
