In that case, the Satoshi keys could have been formed in such a way that none of the individual members of the cabal have direct access to the actual keys (as they were formed by parts split amongst the cabal and require collective effort to make use of) and with compartmentalization of efforts none of the members of the cabal necessarily know the full extent of the cabal's membership, either...
