It depends on the home and the method you use to heat. Many houses in Rochester pre-date modern insulation and cost a lot to heat. That said, there are plenty of reasonably priced newer homes with good insulation available. The last place I lived was well insulated and cost <$150/m to heat in the worst conditions.
