I hesitate to say it on HN as everyone seems to hate Oracle (and for good reason), but the tool is Oracle Application Express. (https://apex.oracle.com/en/)
In my earlier consulting role, and now as a CDO, it's my go-to tool for CRUD and data presentation apps.
I used that for small internal LOB apps at a huge bank when it was still called HTMLDB. It saved a huge amount of time, despite its architecture making experienced developers wince.
I wish I had the time to spare to build a PostgreSQL/Python clone of it.
Though SQL is certainly a form of code; it's just nice restricted domain-specific code that people without the title "engineer" or "developer" often know.
