I am very surprised he wasn't under suicide watch 24x7 considering his previous attempt and his relationship with multiple presidents, including the current one.
He was. Maybe we got it all wrong. Maybe in this case suicide watch meant "Watch him to make sure he doesn't do something squirrely until we can kill him in a way that looks like a suicide".
