The HN title is a bit misleading and doesn't match the title of the PDF and should be marked (I think) "[2019]". Cxx.jl is an independent package and (e.g.) a base package for Julia. Cxx.jl is no longer actively developed and CxxWrap.jl is the default mechanism to interact with C++ from Julia.
