The whole point is that cops' powers need to be bound and restricted. Too much relies on "good sense" and politeness. It creates room for discrimination and bias.
And for states that do not require a permit? This law is clearly unconstitutional and should be abolished. It clearly states 'shall not be infringed' in the 2nd amendment. The founders had just fought a war of liberation, and were aimed at empowering the people to be safe against tyranny.
