The temperature itself was probably reason enough. It was the coldest inauguration since 1985 and the inauguration was held inside that year also.

Obama's first one was basically the same - 1° F warmer.

1985 was a full 20°F colder.
I think it is gullible to take this explanation at face value.

Maybe after Obama's people decided that one should've been inside and any future ones at similar temperatures should be inside?
