Oh, okay, that makes a lot more sense, in an application where engineers are scarce already and getting more so, and where the kind of "deep time" it takes for a safe, well-understood refactor of a complex running system probably also isn't much on offer. Good grief, I couldn't seriously imagine taking on a refactor of a mature COBOL application especially, what with how those tend to grow in place over decades - it's ambitious as anything and I respect it!
