"Man, that panel is waaay overkill," I thought. Then, he started digging ditches and welding. Then, he started winding transformers. That man is no joke.

Yeah. It's at least mini-hydro.

Mini-hydro would be something in the megawatt range or so. Typical hydro plants are ten megawatt plus, up to 10 gigawatts.
