Not sure about the others, but I know Comcast and AT&T both offer several speed tiers. Is their average speed reported here affected by the percentage of customers who purchase the lowest tier?

Yes, which is why the data is effectively impossible to interpret. Only the FCC reports speed as a percentage of the plan. http://www.fcc.gov/measuring-broadband-america
