I had the same idea a year ago :) Simply, Google and other companies do CV, 2 phone screens and on-site. Someone could handle for them CV and 1st phone screen. They would not only save 45mins for recruiters and devs, but will get extra productivity. No distraction for hackers.

Charge a little to filter out people that clicked, but don't care. I'd pay.
