Breaking a jar of cholera in a room full of people does jack shit and nothing, at most the people would need to shower. At best they should wash their hands before eating. Cholera causes diarea, but that is about it. It is only dangerous when you don't have access to clean drinking water. Also it spreads orally.

If his threat worked then it doesn't mean he is stupid. The people that were stupid were the ones that took it seriously.
